A migrant has been charged with harassment under the Environment Act for not paying tribute to Brahmanbaria. The victim, a Saudi expatriate, filed a written complaint with the deputy commissioner in the afternoon on Monday (March 8). Dulal Mia. A case was registered against Dulal by the assistant director of the department, Bisal Chakraborty on January 2.
According to the complaint sent to the Deputy Commissioner, Dulal Miya, a resident of Loknath Dighirpar in Brahmanbaria district, has been living in Saudi Arabia for 32 years. Earlier, he was also awarded as the best remittance provider in Brahmanbaria district by the district administration. He had come to the country on leave in 2016 and had bought a two-storey building on 2.62 per cent of the land west of the Ramthakur temple in Purbapaikapara area. Later Prabasi Dulal took the initiative to demolish the building built 12 years ago and make a new one. Though Dulal has 61 per cent funerary pond adjacent to the land, Noorul Amin, deputy director of the environment department, visited the spot and said that the 600 sq ft pond has been filled. Similar allegations were leveled against the owners of three other buildings next to Dulal’s land. Though there were 5-6 more buildings adjacent to it but no complaint was received against them.
The written complaint further states that Dulal returned the filled space to its former condition after the allegation of filling the pond brought by the Environment Department. Even after this, the Chittagong Divisional Director of the department imposed a fine of Rs 50,000. Later, the matter was settled by imposing a fine. But even after that, Deputy Director Noorul Amin continued to harass Dulal in various ways. Once Nurul Amin offered Dulal five lakh rupees for a mosque in his house.
Victim migrant Dulal Miya said that Nurul Amin demanded Rs 1 lakh through assistant director Bisal Chakraborty after turning down the offer of Rs 5 lakh. He said that if I do not give this money then he will file a case against me. In the end, he sued me under environmental law for harassing me. Case has been registered without investigation. I demand the withdrawal of the harassment case against me.
Regarding the allegations, Assistant Director of Brahmanbaria Environment Department, Bisal Chakraborty said, “If any such complaint has been lodged with the Deputy Commissioner, he will definitely look into it.” Spoke to Noorul Amin sir about this.
Brahmabaria, deputy director of the environment department, said, however, that the migrant’s complaint is fabricated. Nurul Amin said that the construction of Dulal Miya and some other buildings has been stopped as it is outside the environment law. After a thorough investigation, they have been fined and a case has been filed. Also, I don’t have any mosque.
Deputy Commissioner to know about the statement. He called Shahgir Alam more than once on his mobile phone but he did not receive the call.
